Why This Is A Priority

This project will transform PA Route 291 / US 13 – Industrial Highway back into a safer, more welcoming gateway to the City of Chester. Redesigning the roadway with a shared-use path and traffic-calming features will reconnect Chester to its waterfront and increase access along the corridor to active, healthy transportation and local economic opportunities.

Safety Study Complete

Delaware County completed the Route 291 Safety Improvement Study in 2024.

Engineering Underway

PennDOT has hired a consultant engineering firm and is about to begin work on the engineering project.

About the Route 291 Redesign

The City of Chester, Delaware County and PennDOT have secured funding from multiple sources for planning, design and construction of major safety improvements along the corridor, including: traffic calming, improved pedestrian crossings and a multi-use trail for biking and walking.
