  1. Vision

    Define project goals, identify key community assets and destinations, explore potential corridors
  2. Planning

    Conduct feasibility studies, develop master plans, integrate with existing plans, gather public input, create concept plans
  3. Design

    Perform preliminary engineering; refine plans with public input; determine right-of-way and permitting needs; finalize plans, specifications and cost estimates
  4. Construction

    Prepare sites, build trail infrastructure, install landscaping and amenities, add wayfinding signage
